Change of DOB and Name in PPO – an Introduction
The Ministry of Defence (MoD) has recently implemented a uniform procedure to streamline the process of changing the Name and Date of Birth (DOB) for retired personnel and their dependents in the Pension Payment Order (PPO). A Tri-Service Committee was constituted to ensure uniformity across the Indian Army, Indian Navy, and Indian Air Force, with approval from the Department of Ex-Servicemen Welfare (DESW), MoD.
Objective
The primary aim of this new procedure is to simplify and standardize the documents and process required for amendments related to the Name and Date of Birth of pensioners and their dependents.
Procedure for Change of Date of Birth (DOB) in PPO
1. Retired Officers, JCOs, and ORs of Indian Army, Air Force, and Navy
- There is no provision for correction of DOB for retired officers, JCOs, and ORs.
- Any bonafide mistake will only be rectified based on the commissioning letter/enrolment form.
- The format for such corrections is provided in Appendix A.
2. Dependents of Retired Personnel
To align with the policy issued by the Department of Ex-Servicemen Welfare (DESW), the following documents are required for correction or endorsement of DOB:
- Self-attested copy of any of the following:
- PAN Card
- Matriculation Certificate
- Passport
- ECHS Card
- Driving License
- Voter ID Card
- Aadhaar Card
- Declaration on non-judicial stamp paper stating the correct DOB (Appendix B).
- In case of children:
- Birth certificate from the Registrar/Municipal authorities.
- Letter from Head of a recognized school or Education Board (Appendix C).
Procedure for Change of Name in PPO
1. Retired Officers, JCOs, and ORs
For additions, amendments, or corrections (including spelling errors) in the name, the following documents are required:
- Personal application from the retired personnel.
- Gazette Notification (mandatory for Officers, Honorary Commissioned Officers, and JCO-equivalent ranks).
- Affidavit from a 1st Class Magistrate (for ORs) along with a Newspaper advertisement.
- Two newspaper cuttings from national dailies.
- Self-attested copies of PAN Card and Aadhaar Card.
- Latest pension account details.
- If the change is due to a bonafide mistake, rectification will be done based on the commissioning letter/enrolment form (Appendix D).
2. Dependents of Retired Personnel
For dependents of retired personnel, the following procedures apply:
a) Spelling Corrections in Surname
- Personal application
- Self-attested copies of PAN Card and Aadhaar Card
- Affidavit from a 1st Class Magistrate confirming the change (Appendix E)
b) Change/Amendment in First and Middle Name
- Personal application
- Self-attested copies of PAN Card and Aadhaar Card
- Affidavit from a 1st Class Magistrate
- Two newspaper cuttings from national dailies (Appendix F)
