Revised Entitlement of Vande Bharat Tejas Express and Humsafar Express for Govt Employees

Entitlement of train seats during Leave Travel Concession (LTC) has been updated by Govt of India in 2025.  With an aim to enhance convenience and modernizing travel facilities, the Department of Personnel and Training (DoPT) issued a circular vide OM dated 14th January 2025 wherein travel by premium trains like Tejas Express, Vande Bharat Express, and Humsafar Express has been allowed with permitted classes under the LTC scheme.

Policy Highlights on LTC Entitlement – Premium Trains

Travel by Premium Trains for Govt Employees

As per the instructions by DOP&T, Govt employees are now permitted to travel on the following trains under LTC Schdmes:

  • Tejas Express
  • Vande Bharat Express
  • Humsafar Express

This present addition complements the already permissible travel by the premium trains i.e Rajdhani, Shatabdi, and Duronto express trains.

Your Travel Entitlements According to Pay Scales

DOP&T has issued detailed travel class entitlements under LTC according to the 7th CPC Pay Matrix:

  • Pay Level 12 & above: Executive Class in Shatabdi Express or AC First Class in Rajdhani and similar type trains.
  • Pay Level 6 to 11: Chair Car in Shatabdi Express or AC Second Class in Rajdhani and similar type trains.
  • Pay Level 5 and below : Chair Car in Shatabdi Express or AC Third Class in Rajdhani and similar type trains.

Terms and Conditions for Train Tickets in LTC 

The remaining terms and conditions mentioned in the relevant OM No. 31011/8/2017-Estt.A-IV dated 19.09.2017 will continue to apply.
